This cluster housing project was instigated by Merchant Builders and its implementation led to the introduction of the cluster housing code after the passage of bill through parliament.
The project contains 20 houses of sites smaller than that normally produced by a similar number of houses. However, in this case all the wasted land contained in setbacks was aggregated to form a central, landscaped recreation space. Ironically, the 20 houses designed with integrated private courtyards have a higher level of privacy than that of adjacent, normal subdivisions.
Winter Park completed in 1972, remains an exemplar and has subsequently been heritage listed.
